Locks "handle". The effect of locking and unlocking a GSHandle is identical to locking and unlocking a Mac Handle. Specifically, you can reduce, but not increase the size of a locked handle, and the data of an unlocked handle may be moved as a result of memory allocation calls. Handles are always created in an unlocked state.
