Opens an XML file for reading from a string buffer.
FUNCTION ReadXMLMemory(
XMLHandle  :LONGINT;
XMLData  :DYNARRAY [] OF CHAR) :INTEGER;
def vs.ReadXMLMemory(XMLHandle, XMLData):
    return INTEGER

XMLHandle LONGINT
XMLData DYNARRAY [] OF CHAR
